The course aims to offer specific knowledge in order to understand the structure and functioning of public administration in case of emergency, crisis or calamities.
Public bodies’ organisation and structure are thus examinated under the ‘extraordinarity’ perspective.
Students will be able to understand the ‘emergency administration’ and its main critical aspects, with special attention on the procurement perspective.
During the course, some specific legal emergency topics of special interest will be analysed
The course programme is divided in three main parts and a ‘Focus’.
1. The organisation and functioning of public administration. Revision of the basic notions of administrative procedure, decisions and judicial control.
2. Public bodies and prevention of risks and emergencies. The public administration of emergency: the civil protection organisation.
3. Prevention, precaution and risk planning. The administrative procedure in emergency situations and extraordinary public powers. Procurement.
Focus: The administration of migration flows.
Government, agencies, procedures, decisions and justice.
The EU intervention: problems and challenges.
Oral exam aiming at ascertaining the students' knowledge on each part of the programme and their understanding of the topics involved.
