The essay is dedicated to the ILO Convention 140. The Convention regulate and support the Educational Leave. The ILO intended “to encourage and enable all persons to develop and use their capabilities for work in their own best interests and in accordance with their own aspirations, account being taken of the needs of society” (Article 2(5)). The history and content of Convention 140 have been conditioned by the low number of ratifications: in 2016 these amounted to a total of 35, including only 13 by EU Member States. Between 1998 and 2001 various attempts were made to revitalise the ratification process. After analysing the contents of Convention 140 (section II) and its inclusion amongst the instruments and policies dedicated to the issue of Lifelong Learning (section III), the concluding part will summarise the obstacles to and potential for its operation (section IV).
