The course focuses on changes taking place in the organization of Italian public administration and Local Government. The course focuses on functions and powers of local authorities, and their relationships with citizens according to the principle of subsidiarity and the impact of European Union.
A fundamental antithesis between centralization and decentralization runs through whole history of Italian government and its organization.
Many administrative functions have always and still are performed at the local level.
The tension between centralization and decenstralisation has not disappeared. The debate as to the precise balance is a continuing one.
The modern role of local authorities has its origins in the problems attendant upon industrialization and urbanization.
